Loss management, which is an important component of power enterprises management, plays a very important role in strengthening energy management and decreasing line loss. Loss management is to reduce the rate of line loss . Line loss management system will enable the loss management of power enterprises informationized, scientized, standardized and promote line loss management.Based on analysing the development of loss management system, this paper designs and realizes a distribution network line loss management system basing on three-tier structure with the integration of the relevant data especially the real-time data of SCADA system.Firstly,basic theory of loss calculation is stated and basic methods for calculation of the theoretical line loss is investigated in this Paper. Based on it, this paper proposes a calculating mothod of line loss,which uses the real-time data of SCADA system and refers to the situation of multi electrical sources. Then Struts, an open-source MVC (Model-View-Controller) implementation and Hibernate, a high performance object/relational persistence framework is introduced. The structure of the system is Struts plus Hibernate and the database is Oracle. Then the integration of the relevant data is researched. The system functional structure and every compositive section is introduced. Lastly, the realization of interface between and SCADA system, other relative system and loss management system is stated.
