In order to harmonise two contradictory points(scarce bandwidth and a stringent QoS),radio resource management(RRM) has been one of the important features of the 3G mobile communication system. As the important part of RRM, congestion control can determine the appropriate transmission parameter for AT and keep the system in a steady state. Since CDMA2000 has been one of the mainstream standard of 3G mobile communication system, the research on the congestion control in CDMA is an important topic. As another primary part of the paper, the research and realization of connection control signaling in CDMA system is also studied.Congestion control has two parts: individual-oriented policies in AT and collective-oriented policies in AN. The individual-oriented technologies are discussed ,Then existing collective-oriented algorithms are specified and analyzed and new efficient means are proposed. Subsequently, simulation results are provided and a few instructive conclusions are given.In order to assist the R&D of EVDO mobile phone signaling software in National Mobile Communication Research Lab, the R&D of signaling software in base station side is also in progress. In this paper, EVDO signaling hiberarchy is provided and the function of each layer is described. Subsequently, design of Packet Application layer and AT MAC Layer is specified. Finally, the procedure of realization and its result are presented.
