Nowadays many countries are engaged in developing Mobile Digital Television Broadcasting System. In 2004, the DVB-H Standard established by European DVB Organization was published. Comparing with other standards, the DVB-H Standard is the most widely-used one. Therefore a large market of its related industry will be formed. Recent years the FPGA has become more and more important in digital system design because of its high performance index in terms of scalability, functionality and so on.On the basis of a detailed analysis on DVB-T and DVB-H Standards, the system architecture has been designed. After that, both the design and simulation have been implemented on the software and hardware. By comparing the simulation results the verification is made in a way to ensure the rationality and reliability of the design.According to author's own idea on OFDM module, the algorithm and architecture have been selected and also the analysis of error source has been made. In MATLAB, the fixed-point simulation has been implemented according to the hardware design flow. Besides, debugging and comparison have been done on accuracy. The improved technique has been applied to reduce the resources consuming during the hardware implementation. The final implemented IFFT processor can work in either 2k or 4k mode with high accuracy, and its processing speed meets the system demand.The main contribution of this dissertation is to design and simulate each module of DVB-H modulator based on author's own idea and to implement and simulate the system based on FPGA. In addition, the system can make rational use of resource and achieve high accuracy according to the principle characteristics of DVB-H modulator in order to digitize the whole design process from channel coding to OFDM modulated output. By the designing, simulating and debugging of the system, the condition for ASIC implementation has been created.
