Hand off management algorithm is one of the most important radio resource management technologies in mobile communication. As the development of communication technology, people need the higher desire for the performance target of handoff management. At the same time, as the widely deployed of the third generation communication system, the Hand off management algorithm needs update ceaselessly for being in phase with the communication technology.In the research aspect of hand off management algorithm, there exist two basic algorithms, request queuing algorithm and resource reserved algorithm. They play an important role in the communication development. As the development of computer and communication, they have more and more shortages.In this paper, based on the two algorithms, a new algorithm called resource reserved with new call queuing was proposed. The new algorithm was analyzed in the aspect of theory deducing and numerical analysis in this paper. At the same time, the new algorithm's new call blocking rate, handoff blocking rate and actual queuing length were compared with the pasted algorithms. The advantage of new algorithm was clearly reflected by comparing.In the end, the application prospect of these new algorithms was discussed and the author's research direction was described.Mobile communication technology is an ever-evolving technology. The research of radio resources management is widely. As a branch of the radio resource management algorithm, Hand off management algorithm is in the process of continuous development and improvement. In this paper, a new hand off management algorithm will work of a certain value in practice.
