With the development of information and network technology, people in different fields need integrated information from multi-source, instead of single-source as before, to analysis the problems they met more comprehensively from deeper level and to solve them more easily and more accurately. Consequently the 'information isolated-island' has become an urgent problem to be solved. Exchange Information Safely and Truly Adaptor-Boost-Collaboration (ExistABC) platform is an information-integrated platform based on distributed heterogeneous database, which can solve the 'information isolated-island' problem in the procedure of informationlization of government affairs.In order to ensure the successful execution of information processing and exchanging in ExistABC platform, a monitoring and management system is needed. As a system providing monitoring and management over the distributed heterogeneous E-government systems, it is asked to have the ability of crossing systems and platforms and the flexibility for altering and extending. And it is also asked to describe information consistently effectively and easily.This thesis firstly introduces our accomplished ExistABC platform by describing its function, framework and the function design of its subsystems. And then, on the basis of JMX (Java Management Extension) strategy and relevant distributed application technologies, it gives a three-layer monitoring and management architecture which is of safety, flexibility and extensibility and able to cross platform. Finally, it describes the implementation of the architecture in the ExistABC platform.The implemented functions mainly described in the thesis are as follows:1. using XML to describe, stores and manages the public e information resources of the platform;2. remotely monitoring and managing the life circles, states, logs and exceptions of the components and modules in the platform; capturing and analyzing the related performance data and then doing scheduling work;3. storing and deploying the adapters and components to be used in the platform and monitoring them at runtime.4. providing PKI-based identify authentication and RBAC-based privilege management to ensure the safety of the monitoring and management operations.
