There are some problems about supporting such as wrong supporting and repeated supporting could occur in the Telecommunication Supporting Software field, which could be more and more serious along with the use of the software system. The main cause of the problems is the faulty requirement management in projects. So a requirement management system is urgent needed to improve the management of requirements and modules.The introduction and the state of art for the RMS were given and the main problems which should be solved were researched. We also talked about the target, design rules, system architecture and system function modules, and analyzed the core business, user interface design. Also the techniques were provided. We used Windows 2000 Server as the system platform and Mysql as the Database System. The RMS is programmed via Java, using JDBC, RMI, XML,MVC , Swing Components etc, which included Group Management Module, Stakeholder Management Module, Project Management Module, Requirement Management Module, Menu Management Module, Right Management Module, Query Management Module etc.Here are the key problems and main contribution:First, on the basis of the distribution techniques and component techniques, the information system was divided into three blocks: representation logic, business logic, and data management. The RMI techniques in Java were used to realize the three-tier architecture and distribution application.Second, the expert way which contains role right management and direct right management to manage the users' right,meanwhile, the system support the group management of users, the generalization and flexibility was demonstrated via the design of the way.Third, the system could provide different graphic interface and module information of BOSS to different users based on their different rights.
