Conventional PSTN network can provide excellent voice-service quality, but it can't easily support new data service. Otherwise, data network develops fastly, but it is complicated that it improves its quality. It is well-known that the voice-sevice is not the key part in the communication market, but it is also the important part of incoming. So, in the facet of technology and service, voice network and data network come to together. Now, the next general network that has openly and standard architecture comes to us, where Softswitch is the core, and which can provide voice, multimedia and data sevice. To the operationer, exception the problem of the technology, the environment of operations and supports is also the key problem. TOM based the TMN module is put forward by TMF, and which provides the module of eTOM last. Presently, TMF design the new system-NGOSS. NGOSS' character of distribution is good at the supports management of the Softswitch system.The author firstly pays attention to the next general network, and thoery of NGOSS. Because the relation management of customers takes important effects, research in this paper will notice the import method SLA in the relation management system.Secondly, the research of this paper is designing the system that supports both of NGOSS and Softswitch. The author also pays attention to the system retractility. From the little facet, this system can realize the management of equipment; in the great facet, this system can realize the enterprise information integration and desion-making. The author makes the main frame and some parts' flow designs, for example, the submodule of SNMP Agent and wizard of database. At the same time, in this paper, some classes will be explained for readers.
