With the development of communicate technology and the mobile communication market, the individual communication has attracted much attention from the telecom community as well as from business circles for its convenience and practicality. The thesis aims to introduce a popular PERSONAL HANDSET SYSTEM (PHS), known as "Little Smart", which operates like a very powerful cordless telephone, allowing users the advantages of a mobile phone with the prices of a landline.The Chengdu's PHS network is based on VoIP (Voice Over IP) and Softswitch technologies. It is a representative of the advanced framework, which realized the separation of transport and control. The capacity of "Little Smart" network in chengdu is 2,000,000. Such a big softswtich network is rare in the world. We can get many important experiences by designing and building this network. These valuable experiences will help us construct and maintain large core networks in the future.Considering the unity of practice and theory, the thesis emphasizes on how to design the core network of PHS. Firstly the thesis proposes the network architecture of PHS; Secondly, the thesis expatiates on the design of IP network. synchronization, signal and relay, as well as servers. Thirdly the thesis detailed the related configurations of core network. Finally it analyses the performance of the PHS network using some statistic data and conclude the characteristics of the PHS network.
