With the popularization of the Internet and the rapid growth of the IPTV (televisions over IP), the business of streaming media service over network grows rapidly too. With the increasingly drastic market competition, it has become the focus of many companies to improve the quality of customer service and shorten the cycle of product development. Based on the accumulation of many years research on distributed and paralleled technology, 8010 R&D designed the Digital Organic System (DOS) foundation software platform. It provides the OS platform for the streaming media systems with high dependability, high concurrence and high extensibility. After that, 8010 R&D developed the DOS streaming media server and the DOS network terminal SDK. Based on the distributed storage feature of the DOS, the Delay-Resume functionary has been developed.During designing and implementing a streaming media system, the synchronization and buffer mechanisms are the critical issues. This thesis analyzed and researched the theories of these mechanisms, and applied them to the project, expatiated the importance of these mechanisms. The main contributions of the thesis are as follows:1. Based on the research of the synchronization mechanisms of the streaming media system and the time axis model, one model was implemented with RTP/RTCP standardization files (RFC1889) as guidelines.2. The synchronization problem in the receiver when the broadcaster failed was resolved, by implementing the resetting timestamp mechanisms.3. The efficiency of file operation was improved, by the pre-read and wait-write buffer technology was applied to the operation of file read and write.4. A formula for calculating receiving buffer length was proposed, based on the analysis and research on network parameters, such as jitter, average speed and packet loss fraction.5. The Delay-Resume module in streaming media systems was designed and implemented, with the application of the synchronization and buffer mechanisms.
