In the past years, computer techniques especially of database techniques have developed greatly, area of people's activities has been extended, and rhythm of life has speeded up. People are able to get and store data more quickly, easily and cheaply, which make the data and information increase exponentially. Facing the great capacity of data, people are under the pressure of "information explosion" and "data glut". It will be garbage if the massive data can't be exploited. Data mining, which aims at extracting novel and useful knowledge from large volumes of data, has emerged rapidly in last decades, it integrates techniques of machine learning, statistic learning and database.Jinan city environment monitoring has carried on urban air quality monitoring since 1999 to stand, having accumulated a large amount of historical data of monitoring. The historical data and predict to the quality analysis of whole urban surrounding air has very important meanings. With the setting-up of real-time monitoring system and real-time online monitoring system of pollution sources of air quality, the growth of the data is faster. The traditional data processing method and means based on database model can't already satisfy the control over magnanimity data and use, the people need new technical support badly, to realize the analysis on existing data and use.This paper has discussed the design and relevant technology of surrounding air quality data mining system, this system can meet the request for urban surrounding air quality analysis on the basis of magnanimity data tentatively, can be regarded as the decision supplementary means of administrative department of environmental protection.Firstly, the paper introduces the basic theory, main technology, methods and realization of data mining systemically. Secondly, the paper describes the design that uses DCOM (Distributed Component Object Model) technology to build the three-tier ClientlServer architecture.
