It is well known that Information warfare is now a main battle form of the modern high-tech war, to make decision for planning operations using mobile communications will be expected to face the increasingly complex and diverses scenarios. How the reasonable makes use of the current mobile communication equipments, increasing the whole communication supply ability, is important issue that our army need the research urgenthy and inquiry into. But taking research to mobile communications and operations decision & planning are comparatively separate scientific domain at present. The research on Tactics Planning simulation System is significant to enhance combat survivability and increase mission effectiveness.The main contributions of this study are extending existing results as followings. First the conception,significance,evolution and the present developing status of the Combat simulation system are introduced in brief. Secondly, this thesis states the fundamental viewpoint, principle, mechanism of complex adaptive system. With the complex adaptive system theory as the theory foundation and evidence, this thesis lays emphasis on the usage of the major theory on Agent-based models which applied to War gaming and simulation to the point, including the concept of Tactics Planning system, it's structure, function and technique applied in the design process. The research in this paper also studies the structure of the combat Agent, constructs an agent based confronting simulation model of communication vehicle element under the technology frame of Multi-Agent. The focus of this paper is on the designing of the combat Agent model and the effectuation and improvement of Genetic Algorithm "Training Mode" in this system.And realization process of the simulation model is detailed in the end.
