With the development of the internet, how to make full use of the characteristics of network to resolve the each kind of problem in the development and application of IT system,has become the hot spot of research in the IT field Currently. The problems are as follows: set up extensible,maintainable site;Develop Applications with high efficiency and high elasticity; Establish N-tier distributed applications; Realization reusable/extended Web applications and integration of cross platform, Internet. etc.Web services based on SOAP provide relatively simple solution for the above-mentioned assignments.At the present time,the platforms of information in most universities are based on Web,but they are usually used as platforms to publish information not as platforms of services. The share level of software is low.Existing a mass of detached islands of info,so the developing efficiency and manageability are also not high. The rise of web services provides the technical feasibility for breaking through the constraint. After doing some research on the basic fabric theories and developing technologies of system,comparing web service with other distributed computing models,new solution based on web services in NET Environment about the System of network learning is held up and accomplished.This paper does some research on the main theories and key technologies in the system development,such as web service architecture ,SOAP , WSDL ,.NET Framework , ASP.NET;discusses the whole process of designing and accomplishing system architecture;put emphasis on analysising the realization,deployment and cross-platform call of web services divided according to system function. Through applying web service we resolved some following problems: participate in business flow, share datas,call web services in security, interoperate between programs written in different languages and running on different platforms and so on. The use of web service architecture has expanded the system application scope effectively It can provide services for other teaching and managing sectors.It also can expand on the internet and used by other companies and institutions.Network applications are changing from object-oriented architecture to service-oriented architecture.The developing model based on web service presents span new thought for building new platform of information in the universities.
