Orientation Segmentation Of The Vehicle License And License Plate Character Recognition

License Plate Recognition is the core techniques for the intelligent transportation system, it plays an important role in information collection, parking lot monitor system, automatic charging system and other domain. VLP recognition based on image process is the focus and promising technique at the present time, because it is more simple and economical and doesn't require complex adjustments.The whole process of the system can be divided into three stages: locate license plate, character segmentation and character recognition. Pretreatment is needed before locate license plate, In the process of pretreatment of original images, the system is acted image manipulation in order to eliminates the noise to improve the quality of image. And then, we find the accurate location of license plate and finish character segmentation according to some intrinsic characteristic of license plate. We adopt the different technique to recognise the single character of segmented, it can be distinguish two genus, Chinese characters , letter and figure character. We recognize the character by method of support vector machine and intrinsic characteristic of character. Finally, all of the letter and figure character and part of the Chinese characters using in license plate, they are accurately recognised.We have realized the three stages of license plate recognition by using computer. The experimental result shows that this system can accurately achieve the three stage operation, especially for the alphabetic and figure character recognition.
