Due to the explosive development of the Internet technology, information has received a new exchange platform, and knowledge has been developing more and more fast. Internet technology is changing internetworking and communication evolutionary and affects deeply everyone's life. On one hand, it brings a very fast way to people to get the information which they need, on the other hand, it makes people's knowledge degenerate more and more easier. In the scene that Internet makes traditional teaching model which based on students' aggregation to teaching room falls behind the development of the knowledge's updating, the new teaching model which based on Internet has received more and more attention.According to the specification requirement of the remote education system and the architecture feature of the system, the paper designs and implements the on-line english teaching system which based on AMR speech encode arithmetic which is the specification of the 3G mobile communication. The implement of the teaching system follows the way of MVC software develop model, and it takes advantage of SOFIA framework to simplify the construction of the whole system. The system publishes the service via Web and collaborates with ViaVoice recognize engine to provide a objective judgement of users' oral English quality.The paper studies the AMR encoder arithmetic deeply and makes some evolution in sub-band energy judge sub-model of VAD detect model, VQ codebook search model and pitch calculate model. At last, in order to test the improvement of the new codec arithmetic and the performance of the system, the paper designs the test model and analyses the recorded result data.
