The information engineering supervision appears the important functions for the information construction in our country. Nowadays, in the 'three control, two management and one coordination' , 'three control' is quality control, schedule control and capital control, 'two management' is contract management and information management, 'one coordination' is organization and coordination.In the supervision, the perfective content provides the foundation and the instruction. The task analyses the theories of the current information engineering supervision, and compares the information engineering supervision and the construction engineering supervision, the information engineering supervision and the software engineering, references the idea of the software engineering, the task presents a information engineering supervision theory based on the software engineering theory, and it perfects the 'three control' , and it adds the risk management and the requirement management, and it perfects the supervision frame and the elements.The criterions of the current information engineering supervision come from the traditional construction engineering supervision, and the information engineering supervision lacks the comprehend and the mastery of itself, and many problems have been appeared. Although the 'three control, two management and one coordination' brings the control targets about the quality, the schedule and the capital, it is not ambiguity on the control keys about the quality, the schedule and the capital, and it lacks the masteries about every sub control keys, supervision contents are ambiguity. It thinks little of the risk management and the requirement management of the projects. The task perfects the 'three control' based on existing information engineering supervision, it defines the control keys and the control methodsabout the quality control, the schedule control and the capital control, it offers every keys, supervision actions. The risk management and the requirement is close with the quality control, the schedule control and the capital control tightly, three control, two management and one coordination' do not have the material requests and the main points, and many projects have been charged with too risks, and its requirements are not clarity, so it influences the quality and the schedule of the projects. The task references the theories of the software engineering, risk management and requirement management are the key actions of the information engineering supervision. In order to control the project risks, it discusses the risk identify, risk mark, risk forecast and the risk elusion in the supervision in time, and other measures, so it can control, remove the risks effectively. The task expatiates the importance of the requirement management, and the job tasks of the system analysis, the document auditing and the requirement changing.
