Department Budget Report Management System

Bring financial budget into effect is an important reform in managing financial payout after our country implementing system of tax distribution and new tax policy. The purpose is to make the government department as base unit and let the budget rely on department. Firstly, government department counts the budget and report that to ministry of finance, after checking it ministry of finance will apprize the controlling amount of budget. Then the government counts its financial budget again according to the controlling amount and resend its budget to ministry of finance.At last , ministry of finance authorize the budget after people's congress authorizing central budget draft.Under this mode, after base department's counting and superior department checking, the budget will be more scientific and reasonable.But all that must depend supporting system to process the complex report forms and large amount of finance data.As an important representation form of modern enterprise data ,report 0forms provide the leader base support to make a decision and play an important role to the development of enterprise. The application of traditional form reports rely on to much artificial operation. Because of the large quantity of report forms data and index items, the complexity of report forms' structure, and the miscellaneous relations among report forms,traditionally operation on report forms result in a lower efficient and lower veracity. Aiming at the drawbacks of traditional application of report forms, this paper designs and implements a high automated report form system.Firstly, according the specialty of financial report forms system, we bring forward an idea of a flexible report forms system with high self-adaptation ability. This report forms system separates the designing of report forms with data resource and user can design the form at will and select data resource according to operation requirement. After the design and data resource is confirmed, the report forms will be generated automatically.Secondly, because financial budget report forms has a character of three-dimension and it's indexing efficient is very low, we research a parallel indexing method, indexing every forms at the same time and then gatheringthe index result together to satisfy the user's index requirement.Besides, we design an automatic rounding up algorithm replacing rounding up by hand to increase efficient. To implement self-defining formula we adopt a translation mode based on LL syntax. Aiming at the complex collecting mode, we propose the parameter driving method to calculate and to check report forms.At last combining with the practical application of finance system, this paper implements Report Forms Management System of City Finance Budget and describes the functions in detail.
