Since 80's in 20 centuries, because the information application in the creation of a great deal of database and people needs to scoop out the worthy knowledge to urge the data excavation( the Data Mining) technique to become one of the important research realms from the big data concentration.Think that the data excavation is a generally from sample, scoop out the knowledges, such as worthy mode and regulation...etc. in a great deal of data of complicated process.It involves the machine to study, the mode identify, statisticses to learn, numerous courses such as database and artificial intelligence etc., manage in the business, science research, intelligence decision, break down the diagnosis, network to invade examination and meteorology etc. got the extensive application.Department budget is most important in finance reform. Department budget System established must databases of finance payout, from which puts forward useful data applying data mining technology. Which have the important significance for adjusting and optimizing finance payout structure and establishing scientific financing system.In this paper, first give an all-around depiction about basic procedure of data mining, then introduce basic concept and structure and basic procedure of conformation of data warehouse, necessary and some basic function of data preprocessing. Then study basic arithmetic of association rule and compare them. In the last, it presented an application instance of association rules mining in Department Budget System, and depicting the procedure for implementing data mining and list the result data of test.
