As network services became increasingly complex and network- intensive, customers wanted to select the services for cost saving. Thus many Provider-based IPVPN solutions and CE-based IPVPN solutions were widely used, VPN enabled the creation of secure connections to protect private data and resources when they traveled over an mistrusted network, Thus IPVPN had become an essential part of business communications between enterprise partners spread over the Internet. But with the development of the VPN network, the complexity and the cost of management were increasing , the management tasks for a VPN could spiral out of control. It was more and more necessary for the research of IPVPN management system.First this paper introduced the IPVPN definition, evolution and classification. It focused on CE-based VPNs and Provider-based VPNs, then introduced several existing models, for example L2VPN and L3VPN, considering their functionalities and application fields. In the following section, this thesis introduced IPVPN technologies and management status in the telecommunication world. It focused on IPsec VPN tunneling mechanism, SSL VPN tunneling mechanism, and compared them, Finally, this paper analyzed the management requirements and management challenges of the existing VPNs.Based on the introductions and analyses before in this dissertation, I presented a new CE-based IPVPN dynamic management system and analyzed its dynamic management features and capabilities. This system was independent of any ISP environment. And it enabled VPN service providers to offer IPVPN services to its VPN customers by only provisioning and configuring CE devices. This system was a centralized solution, where everything, including VPN creation, deployment and membership management, was under the control of a single Management Operation Point (MOP). This thesis focused on three key aspects: IPVPN management, dynamic and security, describing the technical components architecture and the implementation details, and compared the capabilities of dynamic management and manual management.Finally, mis paper introduced the technical background and the evolution of Web Services, analyzing their management challenges and security challenges. I presented a IPVPN WEB service system that could fit well with the dynamic nature of web services, using the system presented before to manage and secure web services, and described the VPN web service architecture and technical implementation phases. I also discussed some design and performance aspects. The experimentation of the IPVPN WEB service system showed the flexibility, reliability, security, applicability and economical performance of the system.
