With the development of computer networks and multimedia technology, there is a growing need for video surveillance system in society. Surveillance system has progressed from traditional security precautions to management, production and business surveillance. The design and implementation of surveillance system's functions are key points to decide whether the system is practical and effective to meet the demand of users. The system designed in this thesis is a remote digital video surveillance system on Web. It centers on computer technology and brings together theories and technology on video processing, communication, networks, data storage and display. The system is designed in modularization style. Media control integrates with browser by using ActiveX technology. Web browser realizes the interaction between user and system. It makes the browser range reach unheard-of levels. The system matches the trend of development in digitalization, networks and integration.The thesis reviews the development of surveillance system and data compression, data transmission and data storage technology. According to the characters of MPEG-4 and surveillance system, the thesis analyzes the advantages of MPEG-4 used in the surveillance field. Then the thesis proposes the overall design of remote digital video surveillance system on web. The data security and reliability technology in the system is discussed. Improving measures are proposed to guarantee data security , system reliability and QoS. In the scheme of the reliability technology of software system, the high usability service module is proposed. This module adds service redundancies to increase the reliability and usability of the system. The thesis mainly describes the designand implementation of the kernel module. In the networks transport module, the transmission scheme of digital video in networks, RTP encapsulation of MPEG video stream and data processing based on simplified RTP protocol are discussed. In the database storage and access module, the structure design, updating scheme and function implementation of center database are proposed. A policy to improve the video data storage is proposed too. In the centre control server management platform, the mechanism of management and control, the scheme of video communication are given and work process is introduced. And also decoding and playback for FGSS is proposed in video play module. In the remote console module, it uses DirectShow technology to display the realtime remote video data and points out how to use, download and install ActiveX control in web page. In order to ensure the correct receiving of video data, the system employs double-buffer queue technology. In the end of the thesis, localization in the system design is indicated and a plan for further developing is also suggested. This thesis discusses the technology in remote digital video surveillance system from many aspects. With the coming of digital and networks age, the system will have good applied and developmental outlook.
