Video transcoding is a key technology in applications of digital multimedia. Recently, it has become a study focus internationally. Transcoding is a processing technology for converting multimedia content from its original format to another suitable format, that is, to re-process the compressed stream to meet the specific needs of transmission channel and/or target decoder. H.264/AVC is a new generation video compressing standard which features high coding efficiency, flexible network adaptation, robust error resilience, and so on. Therefore, H.264/AVC can be broadly used in fields such as mobile video transmission, interactive video service and IP transmission. The great need of sharing programs between H.264/AVC and MPEG-2 systems has the research on MPEG-2/H.264 AVC transcoding becoming a new attractive topic in this area.The dissertation makes a comprehensive summarization of transcoding technology and discusses its classification in detail. From various subdivisions, the video transcoding technology as well as its up-to-date research advances is investigated systematically and several main algorithms of motion vector composition in temporal/spatial resolution down-scaling are studied experimentally. The dissertation designs and realizes an all-round MPEG-2 to H.264/AVC transcoder and an all-round spatial down-scaling transcoder. Both support all frame types in MPEG-2 and can be applied to fields of DTV broadcasting and mobile video transmitting. In addition, it studies and fulfills transcoding from H.264/AVC to MPEG-2, which opens up possibilities for playing network video with DTV set-top box.The three major innovations lie in:â‘ Takes the lead in implementing MPEG-2 to H.264/AVC transcoding in an all-round way, that is, conversions of all frame types in MPEG-2 are supported.â‘¡Takes the lead in realizing MPEG-2 to H.264/AVC down-scaling transcoding in an all-round way.â‘¢For the first time, the H.264/AVC to MPEG-2 transcoding is realized.
