The most important problem in wireless optical communications is the atmospheric effects. In the paper, the questions appeared when laser transmitted in the atmospheric channel is measured and analyzed, then offered the results for the projects of wireless optical communications.It is firstly discussed the status of the development of the wireless optical communications in the paper. For the advantages of high data rate, good security, anti-electromagnetic jamming, small volume and little weight etc. , wireless optical communications has attracted many countries' attention. The influence of atmospheric attenuation and turbulence to laser transmission is profoundly analyzed in the paper. Then ,A model, based the atmospheric attenuation and turbulence effects, is present. And we have the actual data by the experiment based on the model in the different weather conditions and in the different spots. At last, An encoding scheme and the wireless optical system is offered as the result.The primary job in the paper is to present atmospheric channel model, based the theory of the atmospheric attenuation and turbulence, and design the experiment to acquire the parameters of the atmospheric channel in the different weather conditions, and compute the results with the data we have get in the models. Then we will compare the results with the actual data we get from the weather bureau, and we know if the model is the really reliability. And by the presented model, we can combine the CDMA Technology and the wireless optical communications, and we can present a new encoding scheme of the information sources and atmospheric information channel.
