The technology of J2EE has been in use according to the WAP own characteristic and it can be easier to develop new system application based on WAP. At last, mobile lottery system has been set up by taking use of simulator to simulate the process of lottery buying and searching. This kind of system thought in mobile lottery system and simulation take a good attempt in the actual application in mobile e-business application.WAP technology becomes perfect with the development of mobile communication market. From WAP 1.0 to WAP 2.0, mobile e-business application has broken away from monochrome screen step by step. This paper alse made a concise discuss about the development of mobile lottery system under the technical criterion of WAP 2.0. The mobile lottery system can update smoothly with insurance of three-tier structure by the upgrading of terminal technology.
