This paper emphasizes on researching teleconsultation system' s design and realization based on PACS. PACS (Picture Archiving Communication System) connects with Internet by the data interface, and carries on the medical image to long-distance transmission. PACS supplies the basic data for teleconsulation, and teleconsulation unfolded a window, which goes to the world for PACS.The main work of this paper is as the following:PACS connects the hospital image equipments (CT, MRI, US , DSA , CR , DR , pathology and endoscopes and so on ) by the network and enjoys all of resources, and. supplies the wide room for different type of image check measure to bring into play action synthetically. While improving work efficiency, PACS brings medical images into the age of digitization and without film, and it settles the substantial base for teleconsulation system. The dissertation discusses the diagnosis value of PACS, designs network's constitution, and illustrates function.With network in multi-medium application territory developing fast, tradition JPEG' s compression technique can not content people's demand of digitization multi-medium image datum. JPEG2000 is one kind of powerful and effective image compression criterion, 'which reduces compressed encoding system's distortion ,rate and lifts the subjective picture's quality performance. It has been used in the telconsultation widely with its high performance.By researching and applying the above key techniques we designed a teleconsultation system that adapts to our country's computer network actuality. This system differs from teleconsultation system, which basedon NetMeeting, providing with independent cooperative work environment and correlative tools on tele-diagnoses. Additionally, the diagnoses process will be more convenient through image message with cooperative diagnosis System. Our system has the essential functions of teleconsultation system and will afford some researching values and practicality to the construction of our county's teleconsolution system.
