In 21 century, with the fantastic spur in economy and rapid development of the owning amount of automobile, the highway communication becomes one of the most important communications and transportation ways in the world. And now every country in world develop traffic establishment energetically. But crowed urban traffic brings many problems, so it needs more advanced and more effective traffic administration and control system. Intelligent Transportation Systems (ITS) can achieve the target, and it also can make traffic more effective and secure. License Plate Recognition (LPR) is one of the critical techniques for ITS. The system can automatically register, verify, monitor the vehicle or report to police with automatic license plate recognition. So it can be used in many kinds of occasions, such as the charges system of expressway, monitoring system at road and roll-gate, charges and monitoring system at the district, parking area, guide system, the system counting the quantity of vehicle passing in a certain period time, etc. This paper accomplished research and design of vehicle LPR algorithm. The system consists of three main modules: (1) Detection of vehicle license plate. It can be divided two steps: license plate regions roughly detecting and license plate accurately locating. The former characterized by vertical gradients detection extracts candidate regions from an input image, while the latter aims to locate the license plate fast and accurately in terms of wavelet transform and high frequency feature of license plate. (2) Character segmentation. It divided the LP image to independent character and the method it adopted uses region growths of LP edge binarization image and vertical projection of LP gray image to obtain the position of character, then we will divide the character image.
