As one of expressions of frequency stability in frequency domain, phase noise is an important technical parameter in many modern electronic equipments including radar, communication, navigation, interferometer, etc,and its test-equipments are widely thought much. With the developing of electronic technique, the requirements of sensitivity and resolution in measurement system of phase noise is more and more rigorous. This paper introduces mainly phase noise and its spectrum characters in pulse modulation wave, and promotes a new measurement system about phase noise using Digital PLL (Phase Locked Loop). In this method, phase noise is extracted by digital PLL, and the measurement is finished through spectrum analysis. In the paper, we expound the expression of the frequency stability of the modulation wave and the theory of Digital PLL. A blue print of measurement system with digital PLL is advanced, and its performance is analyzed. Accomplished Digital PLL's simulation using MATLAB. Finally, we use the technique of de-convolution to correct the error of the measurement system, and complete the measurement through power spectrum estimation. The results validate the correctness of this method which conquer frequency excursion,the weakness of the intermediate frequency spectrum analysis method, and some stage achievements are obtained.
