The project "Country Resources Comprehensive Data Analysis System" , which is designed for Ministry_of_Land_and_Resources_of_PRC analyzing and estimating large quantity of geographical data more reasonably, is a data analysis system based on Web GIS platform. The main contents of this paper are derived from the project "Country Resources Comprehensive Data Analysis System" . This paper discourse upon Markov data estimation model based on the mechanism of numerical division, the theory basis of the model and the realizing plan being offered in the paper. It is proved by theoretical reasoning and approved by results of comparative test that Markov data estimation model has comparatively precise result on estimating data with acute fluctuation especially. In order to evaluate the extent that special data environment making an influence on precision of estimation results of a kind of estimation, the conception "Adapting Degree" is introduced to appraise to which extent a special estimation adapts to estimate a data sequence. In this paper, It is still discussed that some problems about constructing a data analysis system which can execute "safe data analysis" and it is also discoursed that the mechanism that some analysis algorithms can cooperate with each other to realize a complex analyzing job, realizing way is offered, including the hierarchical management of data analysis algorithms and the plan examining the precision of results of data analysis. For showing the geographical information and results of data analysis in vivid and straightforward form, Web GIS platform is utilized to show data information in direct and convenient way. This paper also expatiates upon the mode that analysis algorithms cooperating with Web GIS platform for showing attribute data and result of data analysis.
