As an optical communication instrument, the Optical parameter multiple meter is important in the optical communication field. After analyzing and comparing the techniques throughout the world, the way of researching and designing the optical parameter multiple meter is discussed clearly by adopting the OCWR technique. Aim at improving the stability of the high-stabilized light source, the sensibility and the S/N of the optic-receiver, a series of techniques is adopted. First, a mathematic model for laser diode with a cool is established, which is looked as a first order segment of inertia in theory. It analyzes the step response in the S field and the time field separately after adopting PID control technique, and it also analyzes the equivalent noise model of the amplifying circuit. On one hand, it uses the temperature control chip with PID compensation network to trace and control the laser diode's temperature and designs APC circuit to control the power of the laser diode in design, so does the laser diode have a high-stabilized output; on the other hand, it adopts low noise amplifier and PIN detector with low dark current and high responsibility to design the high sensibility optic-receiver. It improves the S/N of the optic-receiver and the dynamic rang of the meter by optimization and anti-jamming designing of the receiver, using the numerical average method of digital signal processing, restraining the receiver noise within the limit and using the Y form coupler to reduce the reflection of the front port of the fiber. The meter not only supplies a high- stabilized laser source, but it can measure the light power, the return loss and the insert loss of optic components by choosing the function in experiment. So it can be applied in production of optic components, local measurement and in laboratory.Finally, the meter is tested in the experiment. It is proved that the power of laser output is 1mW, and light's short-term stability is ±0.0019 dB/15min, long-term stability is ±0.0096dB/5h, the sensibility of the optic-receiver is –73.6dBm. It concludes that the dynamic rang of light power measurement, return loss measurement and insert loss measurement of the optical parameter multiple-meter is separately 3~-73.6dBm, 3~70dB, and 3~70dB. The capability and the parameter both reach the level of the same style test instrument.
