As an important media and method for transmitting information, the image information is very important.With the improvement of information technology, digital image processing technology has been developed rapidly. Digital image processing. It's researching filed has also been expanded from static image processing to sequential image and dynamic continuous image. Continuous Sampling and Continuous processing of dynamic image has various utility in the general application fields of digital image processing technology.Compared with static image, dynamic image is not only a space position function, but also something varies by time ,and it includes motion information. Detecting to moving objects is the same meaning of examing moving objects in the inspected scene in real time, then picking up the moving objects. In this thesis we introduced several target detect algorithm in the field of detecting moving object under static background, including algorithm based on differences between frames, algorithm based on differences between estimated background image and current frame, and algorithm based on statistics model of background.Since Fuzzy theory was given by an American control theory scholar named Prof. Zadeh, fuzzy theory has been applied to various fields. Especially in recent years, fuzzy theory has found an increasingly wide utilization in the image processing field. The thesis mainly improves the algorithm on the fuzzy c-means clustering(FCM) algorithm based on the differences of frames to check the moving objective. The basic idea of improvement is restraining the impact of noise on video information according to different subjection. The idea can detect the goal well to achieve the purpose of real-timed monitoring and controlling. In the procedure of detection, we used 10MOONS SDK-2000 to sample the video and images,The Application of the FCM algorithm to detecting of moving objective has a good ability to resist the various noises, it also has the ability to response to small moving objective. So FCM can be widely applied to different fields such as detecting and alarm flying objective in military, or real-time detecting in bank.
