The Internet has become the biggest resource of the richest information. People share the information it provides and feel convenient, but the "information rubbish" also puzzles them at the same time. Especially to the teen-age students, some bad information is harmfully affecting them. This issue increasingly arouses attentions around the world, and many countries have already established its own policies and take technical solution to deal with it. But the technologies that are currently available are far from our expectation. These technologies don't conform to a uniform content rating standard and are not easy to update and use. This paper presents a new content rating and filtering solution based on Chinese Educational Content Rating Standard (CHERS) and Web Service.This paper mainly covers three parts: First, it researches with respect to the currently available information filtering technologies including their advantages and disadvantages, and presents a new content rating and filtering solution architecture. Second, the design of a content rating and filtering system based on the architecture is offered. At last, realization and evaluation of this system are discussed.
