This paper introduces the realization of a kind of computer vision system that will use to checkout the meters' quality in the present industry. This monitor alarm system uses image recognition and processing technology makes image class and computer video cooperate perfectly. There are some high quality meters must test them quality before them enter into the market. So it's need to make a lot of tests, one of them is to make the meters' finger go round and round for a long time to test it has good quality. Pickup cameras take in the video and get the data and translate to the computer. Computer operates the AVI video stream manipulation and the image processing. First, system must gain the picture files from the video dada, and for checking out meters' quality this special function by using mathematics morphologic to preprocess the picture and Hough translation to get alert variable to achieve the image monitor. We tried two methods to achieve the function and choose the best one to practice used in the system. At last, we make practicable experiences by using DrictX to examine the quality of the system.
