In recent years, with the rapid increase of the in-voice mobile communication business, people's sight has already been turned to the business of the multimedia by present speech communication, The requisition on high speed data communication is more and more urgent. Effectives frequency resource with limited use are a subject badly in need of solution at present. This paper investigates the channel assignment and dynamic channel assignment arithmetic of cellular mobile system. Channel assignment is the pivotal characteristic in a communication system, and it can directly affect the overall system's performance and capacity. In this dissertation, the classfication of various channel assignment scheme and the performance meritcs of channel assignment are presented, and it respectively analyzes the channel assignment which in GSM, TDD-CDMA, and PHS three cellular systems. Moreover, the PHS's dynamic channel arithmetic and its advanced scheme are reasonedly discussed. The paper researches the closed-form analysis of Cochannel Reuse Ratio distribution in GSM, CT2, DECT, PHS and the theoretic results express that the limit of CRR was lower for DCA than the FCA system. Consulting the reference of Bertsekas&Singh' s paper in 2000, the policy based on the methodology of Reinforcement Learning (RL) is induced and being used to do the DCA's further research. Dynamic assignment problem in a large cellular system can be formulated as an dynamic programming problem, by using Java programming to simulate the RL arithmetic and fixed channel assignment, and comparing the blocking probability of them with the conditions of changing the cell configurations and parameters. The results of the simulation shows to a certain extent that DCA makes good use of radio resource and enhance the system performance. In conclusion, the DCA takes the superiority over the FCA.
