People meet a lot of questions in storing and transfering all kinds of still-image under the development of the communications thecnology. The researches of the image compression become more and more important.First, This paper displays the history and the actuality of the image compression, morover the standard of the compression and the judgement. Contrapose the shortcoming of the thecnology of the image compression, we present a new method based on the theory of the fractal, and do some experiment. The main result are: First, this paper present a new method for color image compression by making full use of the self-comparability of the Segmented pretreatment originality image. Experiment results show that the method can speed up the image encoding and remove the block offect.Second, the paper presents the definition of the nearby principle and the most complexity of image partitions. The definition explains two principles that should be obey duing the Segmentation pretreatment originality image and during the matching of the range blocks and the domain blocks. The two priciple is: 1. If know the location of the range block, the best matching domain block is near the range block. 2. If the image is comparatively big, the more little the block of segmentation pretreatment, the better the matching is.Third, this paper makes full use of the correlation of color components of a color image. This method uses fractal affine transform combined with correlation of color components. It speeds up the color image encoding and improves the quality of the image much more, since it only encoding one of the color components. Experiment results show that the methods in this paper represent immensity efficiency and superiority. Especially, this method is high performance in middle andlow signal to noise ratio.
