Since the soaring development of WDM All-Optical communication, new types of Optical Add-Drop Mulltiplexer (OADM) has drawn more and more researchers' attentions. Integrated Acoustic-Optic Tunable Filter (IAOTF) with its high performance would have been applied universally and widely in OADM. In this paper, firstly we introduce the actuality of OADM. Compared with to traditional AOTF applied in OADM, we advanced a novel collinear IAOTF. Then we analyzed the novel device using Collinear Acoustic-Optic interaction modeling in PE:LiNbO3 waveguide. The numerical results show that this device is better than traditional AOTF, and we acquired some optimized device parameters. After that, we advanced a new optimized FD_BPM arithmetic. Using of this new optimized FD_BPM arithmetic, we developed numerical simulation program to simulate the waveguide and finish the template by those simulation results. Then we analyzed the Interdigital Transducer (IDT) and acquired the device parameters. After that we introduced the material characteristic and the whole craft process and discuss on the experience during the craft process. At the end of this paper, some testing schemes are designed delicately and researched carefully. Any possible problems are anticipated and the follow settlements are also given.
