Sponsored by phased array radar applied in a Navy test base, this dissertation focuses on some problems integrating the agreement about low altitude target tracking techniques. It is divided approximately into three parts:In the first part, it sets forth some problems of sea clutter and provides some measurement for eliminating multi-path effect. Clutter is connatural condition of signal measuring and processing , which affect the radar's detectability and tracking ability of low-altitude target seriously. In order to measure the signals effectively in the clutter condition , the precondition is mastering the property of clutter .In the second part, radar multi-path effect is studied. It includes: forming two models of multi-path reflection, plane geometry model and bend plane geometry model, analysis offing reflectance which including mirror plate reflecting and free reflecting, defining Three kind of multi-path error area, analysis and comparison of all multi-path reduction techniques' performance. All above provide the research in the follow.The third part pay more attention to two methods in eliminating multi-path effect and simulating. One method is sum or difference beam compound technique of low sidelobe, the other method is measurement technique of complex angel. These two methods are all based on monopulse breadth ratio measuring angel.
