Technological Development is drived by market. IS-95A standard was defined by TIA/EIA for high-capacity voice traffic. Just as the second generation of wireless technology improved upon earlier systems, the industry looked to a third generation of technology for more advances. Although wireless was used almost exclusively for voice communication, the ability to deliver data over the air was also very promising, especially as Internet users and content proliferated. Then TIA/EIA defined other standards, such as IS-95B and cmda2000 IX. But they still can't offers high-speed, high-capacity wireless Internet connectivity. IxEV-DO technology (also known as High Data Rate "HDR") is a high performance, cost-effective Internet solution for consumers and mobile professionals. It is optimized for packet data services. Nowadays, IxEV-DO has been affirmed as next phase of cmda2000 Ix, and has become one of the 3rd generation mobile communication.Nowadays, the evolution way of CDMA system has been into IS-95 A/B--cdma2000 1X--IxEV.First this paper emphasizes on the standard development,and key techniques of each phases. Then we analysis the structure of the IXEV-DO forward and reverse link, and the improvement of technology and structure in forward and reverse channels. The most important feature of IxEV-DO system is its capability to provide a rich array of multimedia services, and we make a further discuss how IxEV-DO ensures the required quality of service (QoS) to the admitted data service. The wireless data service QoS assurance mechanism is analyzed in multimedia services support and radio resource management. A PROP-FAIR rule based on Shadow Price is proposed for IxEV-DO. It can do better in suppressing drastical variation of channel quality. We also suggest a modified flow price to make a further progress in delay performance for IxEV-DO system. Last we talk about the upgrade of existing system and compare two deployment scenarios, and emphasize the handoff between the IX and IXEV-DO system.
