Driving The Vehicle License Plate Recognition Technology

With the sharp increase of the motor vehicle amount, intelligent traffic management is highly demanded more and more. However, the critical technology that realizes intelligence, the technology of license recognition, is at elementary phase and needs further research.The technical route applied in this license plate recognition system, the scheme to resolute key problem and the implement measure are discussed in this dissertation, which involves technologies of image manipulation and model identification. Aim at license plate location and character recognition, the locating method of "Adaptive threshold and Dynamic Analysis with a variable step" based on Texture and the character recognition method of "skeletal Pattern Matching with Penalty coefficient" are brought out in order to improve the general performance of this system. And the cost time on license plate recognition can be remarkably reduced.Development on this image manipulation software has been finished primarily and the anticipate result is achieved.
