License Plate Recognition (LPR) System is a kind of rising Intelligent Transportation Systems (ITS) and is of considerable interest because of its potential applications to such areas as highway electronic toll collection, red-light violation enforcement, secure-access control at parking lots and so on.lt has very widely applied prospect.These years,we could see many kinds of recognition system.but most of them have the touble of processing the fuzzy image.After deeply study on the digital visiual field such as image processing,pattern recognition was recognized that Genetic Algorithm(GA)'s individual ability on image processing,especially on the adjustment to lean,image segmentation and the unit recognition,etc. Plate segmentation and character segmentation is the most issential parts of self-driven recognition.After the introduction of the research of image processing, GA and character recognition,an image segmentation method based on the and GA is used in LPR..This reseach could not only improve the ability of defence stain,but also increase the speed of recognition by reducing calculateion time.Hereby,it's a promising subject.The main work of this thesis as follows:(1) The research on the main features of traditongary technology in image segmentation and image processing in LPR and bring the solution plan of the most problem.(2) Analyze the description methods of the image recogonition based on GA. Design the function module of the plates localization and the number segmentation with optimize threshold on GA included.(3) Discuss the design and realization a real-time prototype of moble digital police as the experimental platform, which could check the feasibility of the study and improve it's difinition at all.
