The IN (Intelligent Network), which is based on the existing network, is being investigated as a future communication network .facilitates both rapid introduction of new services and easy modification of existing services, irrelevant with service. It is a communication currency terrace. IN technology will asunder service calling and service control, it have transformed the mode of service of telecommunication network.SCP is the core of IN, is the undertake of the focus database and focus service control, it's capability immediate effect the whole IN. In IN, SCP is distribute disposal system which is made of many module, user data intersperse respective module. Because of the distinction of user data traffic, module load imbalance, so we must balance module load , improve module utilize rate, improve the whole system efficiency.Record shifting method, which is balancing the load among modules by transferring customer data in units of records from high-load to low-load modules. But there are two limitations: processor overhead for transferring record, generating shift circulation problem.Based on the above limitations, this paper proposes a improved record shifting method , by simulation the change of user data traffic over time, it draws a comparison in the deviation of the change over time of the average traffic of all modules between Record shifting method and improved method, we can draw a conclusion: improved Record shifting method is a more effective method for balancing load among modules in the service control point of IN.
