Enterprise management has changed from strategy management to culture management since 80s of 20th. The upsurge of enterprise culture means manage idea's over fly . Since excellent enterprise culture may accelerate the form and the development of the superior enterprise, the culture must have a perfect match for the enterprise. In America, the system of Tailuo was on the stage since it had been raised. The advantage of the system is efficiency and scientific, on the other hand, it ignored the power of spirit of the staff and the training of value and faith of the employee. People don't care too much about enterprise culture before 70s of 20th. After studying the reason of economical booming of Japan, the enterpriser and the manager of America made the conclusion that the high level of enterprise management made Japan surpass America. In other words, the soft management in Japan is better than the rigid management in America. Then many country surf the researching of enterprise culture. The industry of Publishing in China has been undergoing a huge evolution that from countries owned comprise to enterprise and then to the market orientated business companies. Many presses explore the way of the best through the evolution. Then enterprise culture comes on the stage. In the paper, the basic concept and the important of applying enterprise culture are the first point. In the paper the enterprise culture is being looked as the idea, value trend and behavior norm of all the staff. The aim of enterprise culture is coordinate the relationship between outside and inside of the enterprise and lead the enterprise to the right way. In the mean time, it is not the enterprise by itself needs the enterprise culture but the times do. Secondly, the administrative levels are being elaborated. The paper put opinions on the constructing of the enterprise culture besides four aspects say publishing idea, publishing spirit, publishing value and publishing strategy. The paper also states other questions about enterprise culture that includes the management of cross-culture and the communication of enterprise culture. The trend of a huge enterprise is a group. Whilst the difference of background in the group will protract the development of enterprise culture, the conflict of enterprise culture is the most important thing in a group. The development of enterprise depends on the communication of enterprise culture. The publishing house must communicate with the environment on information exchange and delivery. The communication of enterprise culture inside the company can make the staff accept the enterprise spirit through they sharing the aim, the value and the norm of behavior and then show it which enhance the cohesive force and competition force. The communication outside the company can make the related organization,colony and individual know the enterprise well. If the enterprise wants to model the image of it and make it famous, all kinds of public dissemination is the best choice.   The paper includes three chapters:  The first one is about the basic concept of the enterprise culture and the important of the constructing of the enterprise culture.  The second one is about the administrative levels of the enterprise culture which put emphasis on the spirit of the enterprise culture.  The third one is about the other questions on enterprise culture that includes the constructing of the enterprise culture of publishing group and the communication of the enterprise culture.
