Nowadays, data traffic of Internet are continually developing and the fixed access rate (HDSL, ADSL, VDSL) are continually upgrading. The development of the third generation mobile communications system(3G) is very rapidly. Unlike the second generation mobile communications system(2G), the third mobile communications system(3G) is mainly serviced as satisfying people' s traffic demand at any moment and everywhere. It is a crucial task how to develop and standardize hybrid traffic for 3G. At the beginning, the global mobile communications are developed in all countries respectively. The situation make the region isolation and the difference of communications. It will bring the global consistent mobile communications traffic criterion. As the strongest candidate for the air interface technology of third-generation mobile communications , WCDMA has been accepted and supported by many countries and regions. As a up-to-date task for technology researches of third-generation mobile communications, it provides with realistic and important significance that researches dynamic resource scheduling(DRS). CDMA communications technology is a keystone regulated definitely by national "863" plan. According to "863" plan, we must make our efforts to research new technologies about CDMA, and our researches should be synchronization with international new technologies about CDMA.This paper mostly consists of two parts. In the first part, firstly I summarize the request and structure of QoS in WCDMA mobile communications system, with that I introduce in detail QoS classes, QoS structure character and performance limitation and application of each class in WCDMA system. Considering some problems of WCDMA networks, I bring forward mutual-operation of QoS mechanism among the existing different networks and put forward how to operate among all protocols so as to offset their own deficiencies, and thus make QoS structure more perfect. In the second part, a new DRS with prioritizing queue and aprioritizing queue-based DRS model are devised for WCDMA system. It' s better for meet the demand of QoS in WCDMA system by analyzing the model.
