With the development of information technology , the living condition is enhanced. In particular, multi-medium technology becomes more creative. The image compression technology play a important role in the multi-medium and networking technology. At Present, the JPEG stationary picture compression standard has a good compressing effect on middle and high compression rate .But there exists a serious diamond effect at low compressing rate On the side, the JPEG standard can not very well make the needs transmitting mages by networking at low compressing rate. In order to solve the mentioned above issue, the international standard organization (ISO)has laid down the new generation stationary picture compression standard, The JPEG2000(serial number is ISO-15444)Owing to many parts of the standard series still are not to be international standard. This thesis analyze and researchISO-15444-1 that has been formed the international standard and employing the standard to solve the mentioned above issue using the standard.This thesis is divided into three parts altogether. The history and nowadays of stationary picture compression and the foundation of the JPEG2000 are described at first part. Second part provide about the details of the arithmetic of the JPEG2000, especially about the EBCOT codec and ROI(region of interest). Moreover, comparing the compression effect between JPEG and JPEG2000. At last ,the scheme of Head-Shoulder picture compression using the JPEG2000 is present in identification card with barcode. The last part is about therealization course of A Subdivision Surface Scheme Reaching C1.
