Wavelet transformation is a new DIP (Digital Image Processing) technique. As its energy is more concentrated after the transformation, which contributes to the high compressed rate with good subjective and objective assessment. Wavelet transformation deals with the whole image, so it can completely remove the block artifact. This article has discussed the theory of wavelet compression and Mallat Fast Arithmetic .The Bi-orthogonal wavelet (7,9) has been used to compress image, the compressing processing has been simulated, and as a result, the conclusion has been given.It is a new attempt to apply wavelet transformation in real-time system. The design of the hardware system based on chip ADV611 has been finished. The core of this chip is Bi-orthogonal wavelet (7,9). The system has been separated into two different parts, one for encoding, the other for decoding. The function of encoding part is calculating the BW&RBW, transferring data and controlling the periphery chips; On the contrary, the function of decoding parts is receiving the data and controlling the periphery chips. The system controlling logic, multiplexing data bus and multiplexing address bus have been designed. The simulations have passed.The software module of encoding part and decoding part, which is written for DSP has been finished, and the program flows have also been given. In this article the principle of information theory and the characteristic of human eye's system have been introduced to analyze the model of Self-Adapting Quantization, at the same time, the arithmetic to calculate BW&RBW and the simulation result have also been given.
