Image is the most plenty information which human can gain and video is the moving image, at the same time, the digital processing and transmitting of image is a main problem. This paper has designed the general platform of processing and transmitting image based on TMS320DM642, it has compact structure, low power and high speed. Compared with three platforms of processing and transmitting image based on computer, field programmable gate array (FPGA) and digital signal processor (DSP) at first, and defined the solution on DSP. Next, this paper chose H.264 video encoding and decoding software as validating software since technology of video coding can represent the highest performance of the platform. It also introduced H.264 video compression standard simply after reading a mount of paper and books about H.264. The next is hardware design, it is the importance and difficulty of this paper to design the PCB board after choosing and careful analyzing those used components, mainly concentrated on electro magnetic compatibility (EMC) and high speed circuit layout which can guarantee reliability of hardware platform. The third is software implement of the core arithmetic of H.264, this paper realized arithmetic of intra frame, inter frame and the advanced diamond search (DS) motion estimated arithmetic of H.264. At last, after testing the software and hardware of platform, software of H.264 is practicable and hardware is reliable.
