In the further CDMA cellular mobile radio system, an efficient resource allocate scheme for the downlink is necessary, since most of the traffic flow is from base station to mobiles. In this paper, a scheme that finds the optimum rate and power allocation is proposed and proved by simulation results.Since the mobile radio environment have a great influence upon the allocation of power and rate, the typical characteristic of wireless channel is discussed firstly. Then the paper presents an analysis on date services of CDMA2000 cellular mobile radio system. Finally, a downlink rate and power allocation scheme for high data rate services based on the channel fading condition is proposed. The scheme can realize an optimum rate and power allocation in a time slot. The rate and power of system can be optimized if the algorithm is run for every time slot. The scheme can be used in multi-users system as well as in a single user system; however, the numerical results show that a single user system performs much better than multi-users system.
