Power system is a complex, huge system, the safe and stable operation of the power supply enterprise relationship beneficial to the people’s livelihood, many also use the distribution of defect management information management system based on computer network, emphasizes defect controlled distribution process, the responsibilities to the people, make reasonable allocation of staff, as it can, to do his duty, distribution network the defect information processing timeliness and the accuracy is greatly improved.This paper first discusses the background of the construction of distribution network in Zhoushan power supply company plan management system defects, pointed out the shortcomings of the traditional paper-based methods distribution management defects, including low treatment efficiency, process monitoring, fault information is not easy to preserve easily lost defects; and then put forward the significance and importance of the construction of the defect management system. By analyzing the system demand, the system should have the function, including information management, report management, defect management, maintenance plan, maintenance plan management of construction project management and system management functions. In the system design phase, the structure chart of the function modules are given (the package diagram, class diagram, data requirements), process flow chart, business flow diagram, expounds the design of content, design of the system, and use the entity class diagram, E-R diagram and database table structure of database are designed in detail; at last the research contents are summarized, I elaborated the main work, points out the deficiencies of this paper, and the further work is prospected.
