As information technology development and promotion, various industries have used information technology to improve the efficiency of government departments. The government, as a service organization, should be kept up with the times. The continuously process of urbanization makes the conflict of interest and urban management issues more increasingly which put a challenge to administrative enforcement. The traditional law enforcement mainly depends on paper documents manually, which is with low efficiency, high labor costs and not conducive to improving the efficiency of law enforcement and service. Therefore, it is significant to design an urban law enforcement system to improve the level of information, standardization and automation operation, which is easy for sharing and unity of data, also can improve work efficiency and reduce labor expenses.Firstly, this paper explains the background, significance, current research and application of enforcement event management system, also emphasis the content and main work. Secondly, this paper gives a rebuilt of business processes on basis of analyzing of the traditional law enforcement. Thirdly, the system is divided into six sub-modules such as event reporting, event handling, incident statistics, law enforcement supervision, inspection of regulatory and system management. Through these use case diagrams and descriptions, the overall and sub function of the package diagrams are given. Fourthly, through the data analysis, the entity class diagrams and database table structures are given. Finally, the research and analysis in this paper are summarized, and further work is prospected.
