The paper introduces the research background pre-clearance project bid management system, project significance and current research and application of, clearly the content and the main thesis of the work; in business analysis, the paper system problems, the organization, the original there are business processes are analyzed, given after the transformation of business processes; in functional analysis, the paper through the data flow analysis and data dictionary, a clear function of the system, given the system’s overall functional architecture and functional modules structure, including the handling program management and other functional modules; in data analysis, data papers for each function of the system which need to be addressed are analyzed, given ER diagram, the establishment of a database table structure; Finally, studies done with analysis are summarized, and further work is prospected.
