| In2008, after the restructure of China Telecom Industry, the allocation of resources has been further optimized, the competition structure has been further improved, and a moderate, healthy competition is initially formed in telecom market. For China Telecom, after realizing the whole business operating, the objects, the contents, the products, and the assessment standards of customer service all have been greatly changed. In order to adapt to the new changes of China Telecom, in relation to the customer perception, in relation to market competition in network quality, as an important part in telecom service management, its maintenance system must be updated.As a professional team of the transmission network maintenance, Xinjiang Long-distance Transmission Bureau basing mainly on the original long-distance optical cable trunk maintenance system basis, we gradually change to adapt to the integrated CDMA base station maintenance, network maintenance and long distance trunk network business as the main body of the maintenance system. In the aspects of organization setting, resource allocation, quality assessment and so on, we complete the enterprise transformation. By balancing the scheduling and specification three business maintenance work, we ensure the full support of the local network. At the same time, introducing the concept and method of total quality management, we improve the quality of network operation, and personnel quality of the network maintenance workers.We adapt and master the transformation of business development and quality control, and strive to make customer network maintenance and operational excellence.Based on the current situation of telecommunication transmission network maintenance, the essay takes Xinjiang Long-distance Transmission Bureau as an example. It investigates the maintenance system and network evaluation index system, and analyzes network maintenance quality. According to the Ururnqi bureau a trunk network fault rate and Bole CDMA base station fault station rate problems, the effectively controlling the maintenance quality of transmission network is set up as the research subject.In this paper, combining the essay with the theory of total quality management and related literature, we study the crux of the problem of Influence on the network quality through field investigation. Network quality has been significantly improved.
