In recent years, with the increasing per capita income, Private car ownershipmore and more, Parking lot management by artificial (Including vehicle inspection,charge management, arrangement of parking spaces) It is difficult to meet therequirements of vehicle docked travel. At present, the parking lot (especially centerlarge parking lot, enterprises and units) management are made by artificialmanagement, the traditional mode of this kind of artificial management, managementstaff strength is big, easy to appear many uncertain factors, it is not only difficult torealize the automatic charging and fast and accurate arrangements for parking spaces,but also need to invest a lot of human and material resources. Therefore, how toimprove the problems of management intelligent level is imminent.In order to solve the problem of parking intelligent, this paper presents a videoparking intelligent vehicle monitoring system based on artificial management, insteadof the boring and tiring work, its application prospect is extremely broad.This paper provides a test system on VC++6.0software development platform,processed through the video stream, focuses on the real-time video streaming dataacquisition, license plate location, license plate character segmentation, characternormalization processing, character reconstruction, feature extraction, characteridentification. The experimental results show that: Video parking intelligent vehiclemonitoring system has good effect in the recognition of real-time based on. At the endof the article, the design of the whole system is summarized, and the existingproblems are discussed.
