Ecological Civilization Construction In Xi'an In C # + The Ae-based Evaluation System Design And Realization

Ecological civilization related to the vital human interests in future including human living environment, quality of life, etc. it is also the effective protection whether the region develop sustainability. Ecological environment problems become increasingly prominent, such as Global warming, climate anomalies, glacier melt, the desert area is expanding, biodiversity loss and so on,which serious threat to human survival and development. The problems make us aware that it is not delayed to In-depth research and effectively evaluate ecological civilization.This paper systematically summarized and analyzed research findings about the international ecological civilization at home and abroad, Combining the social, economic, ecological and livelihood conditions about Xi'an and the counties, quantitatively analyzed the situation of ecological civilization, and built a evaluation model sustainable on the sustainable development and ecological civilization in Xi'an, with a certain worldliness and operability. Linking basic detailed level of data for ecological civilization in Xi'an, summarized the research experience of the evaluation about ecological civilization at home and abroad, selected the appropriate evaluation method for Xi'an and the counties, ultimately, calculated and evalued the status of ecological civilization about the region from 2004-2008.In the end, there are the following conclusions:(1) In this paper, the contents of the indicators are intact, covering the four important indicators as social progress, economic development, ecological environment, livelihood improvement, which built on the basis of the evaluation model sustainable on the sustainable development and ecological civilization in Xi'an. At the same time, According to the actual situation in Xi'an and the counties, set the indicators weight, and calculation methods. So the evaluation results can explain the status and trends of sustainable development of ecological civilization in Xi'an and the counties in 2004-2008.(2) In this paper, built the model of ecological civilization in counties of Xi'an, based on previous studies. Completed the design about secondary development system of GIS software in accordance with the model; In the C # environment, using the ArcEngine development components, the paper achieved the development of the system for ecological civilization in the counties of Xi'an. In system, realized some functions,for example, the basic data query, calculation and evaluation, thematic map generation and display, which provided decision-making basis quickly for decision-makers.(3) This paper evalued ecological civilization in Xi'an and this counties in two ways:from the spatial dimension, in the period 2004-2008, social progress, economic development, ecological environment, the overall evaluation are basically in a growth state. Livelihood improvement develops like the wave, which need to be paid more attention by governments; From the time dimension, in 2004-2008, from the construction index of every year can be seen, there are relatively the higher index about indicators of construction in Xincheng, Beilin, Lianhu, which indicates that the levels of ecological civilization are higher in the several counties. Relatively speaking, the indicates of Lantian, Zhouzhi and Hu County is lower. Efforts of ecological civilization in these zones still need to increase.(4) According to the final construction index, the evaluation indicates of ecological civilization are divided into three levels:the evaluation value beyond 0.9 has been achieved the target; the value of 0.5-0.9 is as the achieved goals basically; others is not implemented target. At last, obtained the Conclusions:in 2007 and 2008, Xi'an and the counties are the achieved goals basically or the achieved goals already. However, in 2004-2005, most of the counties have not realized the goals. As can be seen, the government in Xi'an has been increasing efforts in sustainable development of ecological civilization. Social, economic and livelihood, and ecology in Xi'an has been gradually improving.This paper built Xi'an evaluation model for ecological civilization, which was a useful attempt in this area, the model was not perfect, but it can basically reflected the development in environment, livelihood social and economic in Xi'an, and revealed the counties the status and trends in Xi'an for ecological civilization, which will provide a reference to develop policies of ecological civilization construction to for government policy-making departments.
